Is the Shinkansen Worth the Cost? Bullet Train vs Bus, Flight and Local Train

The Shinkansen is fast, punctual and comfortable, but it is not automatically the best way to cross Japan. On some routes a night bus saves you a hotel bill, on others a budget flight is cheaper, and on short trips a local train costs a fraction of the bullet train. This guide helps you decide, route by route, using fares we could check on official pages on 21 October 2026. Where we could not check a figure we say so and send you to the official fare search, because a made-up price would be worse than none.

The short version

  • Distance is the first filter. Under about 100 km, take a local or limited express train. From about 200 to 500 km, the Shinkansen usually wins on total time. From about 800 km, compare it honestly with flying. These bands are our rule of thumb, not an official rule.
  • On Tokyo to Kyoto, the Nozomi reserved seat in normal season is ¥13,970 and the Hikari or Kodama is ¥13,650, according to the SmartEX fare table. The cheaper early-bird fare (EX Hayatoku 21) is ¥12,430.
  • A 7-day Japan Rail Pass is ¥50,000 when bought online. One Tokyo to Kyoto return on the Hikari or Kodama is ¥27,300, so the pass needs a longer loop (for example Tokyo, Kyoto and Hiroshima and back) to pay off. The pass does not cover the Nozomi.
  • An overnight bus can save a hotel night, but you pay in comfort and sleep. A flight rarely beats the train on routes below about 500 km once you add the airport time; Osaka to Fukuoka is the usual exception.
  • Suitcases over 160 cm in total need a seat reservation with an oversized baggage area on the Tokaido, Sanyo, Kyushu and Nishi-Kyushu Shinkansen. Check this before you pick a train.
  • Fares for Sendai, Kanazawa, buses and flights are not quoted here, because we could not verify them on official pages. Use the official fare search for those.

Start with distance, not the train

Distance bands and what usually works best
Distance band (rule of thumb)Usually bestWhy
Under about 100 kmLocal or limited express trainThe Shinkansen charges a surcharge for speed you barely use, and the station may be far from the centre.
About 100 to 200 kmLimited express or Shinkansen, compare bothThe time gap is small, so the cheaper or more convenient station often decides.
About 200 to 500 kmShinkansenCity centre to city centre in a few hours, with frequent departures, beats a bus on time and a flight once airport time is added.
About 500 to 800 kmShinkansen, bus or flight depending on the dayTokyo to Osaka is at the bottom of this band. Early-bird fares and night buses can undercut the standard fare.
800 km and moreCompare with flyingTokyo to Hiroshima is roughly at this distance, so a flight is a fair rival. Tokyo to Sapporo is far beyond it. Flights, and sometimes a night bus, come into play.

The bands are a starting point. A single heavy suitcase, a rainy day or a 7 am meeting can change the answer, and the sections below show how.

What the Shinkansen costs

JR Central's SmartEX fare table, dated 1 April 2025 and read on 21 October 2026, lists adult one-way fares for a reserved ordinary seat in normal season. A Shinkansen fare is the base fare plus the limited express charge, and the table already combines them. SmartEX says that in off-peak periods the fare is ¥200 lower, in busy periods ¥200 higher and in the busiest periods ¥400 higher (the amounts are doubled for journeys that cross between the Tokaido, Sanyo and Kyushu lines).

Five routes compared, adult one-way, checked on 21 October 2026
RouteShinkansen fareHighway or night busFlightLocal or limited express train
Tokyo to Kyoto or OsakaNozomi ¥13,970 (Kyoto) and ¥14,520 (Shin-Osaka). Hikari or Kodama ¥13,650 and ¥14,200. EX Hayatoku 21 ¥12,430 and ¥12,980.Night buses run on this route. Fares depend on date and seat type, so check the Willer Express or JR Bus booking pages.Flights exist, but airport transfers on both ends make them rarely worthwhile. Check airline fare searches. Not a sensible choice for this distance. Check the official journey search if you are curious.
Tokyo to HiroshimaNozomi ¥19,560. Hikari or Kodama ¥18,710. EX Hayatoku 21 ¥15,390.Overnight buses exist. Check the booking pages for fares and journey times.A real alternative. Compare door to door time and fares on ANA, JAL and low-cost airlines. Not practical. Use the Shinkansen or another mode.
Tokyo to Sendai or KanazawaCheck the official fare search (JR East). Its English pages refused our connection on 21 October 2026, so we could not verify the fares.Night and highway buses serve both cities. Check the booking pages.Rarely competitive at this distance. Check if you are combining with other places.Slower options exist. Check the journey search.
Osaka to Fukuoka (Shin-Osaka to Hakata)Nozomi ¥15,820 (SmartEX table).Overnight buses exist. Check the booking pages.Flights are a strong rival here, especially from Osaka's airports. Check fares and add airport time.Slower trains exist. Check the journey search.
Tokyo to SapporoNo through Shinkansen. JNTO describes the Hokkaido Shinkansen as ending at Shin-Hakodate-Hokuto.Not realistic as a single journey. Check any ferry or bus combinations yourself. The normal choice. Check ANA, JAL and low-cost airline fare searches. Not realistic as a single journey.

Where a cell says check the booking pages, we did not find an official page we could open that gave a usable figure. Bus and flight fares move with the date and the seat, so a single number would only mislead you. We also did not verify journey times on official pages today, so confirm the timetable for your own day. One more thing to know: SmartEX has announced that Nozomi and Mizuho fares will rise for purchases from 1 July 2027, though it has not published the amounts.

Cheaper ways to ride the same train

  • Non-reserved seats cost less than reserved ones, but they are not guaranteed, and on JR Central's peak dates every Nozomi seat is reserved. See our ticket guide before you rely on them.
  • The Hikari and Kodama are slightly cheaper than the Nozomi (¥13,650 against ¥13,970 to Kyoto) and the Japan Rail Pass covers them. They take longer, so weigh the saving against the time.
  • EX Hayatoku 21 (EX21) is SmartEX's early-bird product. SmartEX says it is for reserved ordinary seats on the Nozomi, Mizuho, Sakura and Tsubame, sold from one month before travel until 21 days before (23:30). Tokyo to Kyoto is ¥12,430, Tokyo to Shin-Osaka ¥12,980 and Tokyo to Hiroshima ¥15,390, from the SmartEX fare table dated 13 March 2026.
  • Read the conditions of the early-bird fare. SmartEX says you cannot change it after booking (you cancel and rebook, with a ¥320 fee), it cannot be combined with other discounts and it allows no stopovers.
  • EX Hayatoku 3 (EX3) is for Green Car seats, bookable until three days before, on set sections only and not in peak periods such as Golden Week, Obon and New Year.
  • Season matters: the same seat can be ¥200 cheaper or up to ¥400 dearer depending on the date, according to SmartEX.

We do not repeat ticketing mechanics here. For the two tickets, the gates and refunds, read how to buy and use a Shinkansen ticket.

Japan Rail Pass maths

The Japan Rail Pass site lists the 7-day ordinary pass at ¥50,000 for adults when bought online, and ¥53,000 from an overseas agency. It says prices are subject to change. The pass does not cover the Nozomi and Mizuho, though a pass holder can buy a separate Nozomi and Mizuho ticket: ¥4,960 for Tokyo to Kyoto, ¥6,500 for Tokyo to Hiroshima, per train.

Does a 7-day pass pay for itself? Hikari or Kodama reserved fares, normal season
TripFares without the passCompared with ¥50,000
One Tokyo to Kyoto return¥27,300 (2 x ¥13,650)About 55 per cent of the pass price. The pass does not pay off.
Tokyo to Hiroshima return¥37,420 (2 x ¥18,710)About three quarters of the pass price. You still need extra trips.
Tokyo to Kyoto return plus Kyoto to Hiroshima return¥49,500 (¥27,300 + 2 x ¥11,100)Roughly break-even before local trains. Add Nara, Himeji or other side trips and the pass wins.

So the common rule of thumb that one Tokyo to Kyoto return nearly pays for a pass is too optimistic in our sums. The pass starts to make sense when you do a loop through several cities inside seven days, accept Hikari and Kodama timings, and use it on local JR lines as well. All the figures above are reserved normal-season fares, so check them for your date. A Nozomi supplement erodes the saving fast.

Regional passes as alternatives

  • JR West Kansai-Hiroshima Area Pass: ¥17,000 for adults, 5 consecutive days, from Kansai to Hiroshima including the Sanyo Shinkansen between Shin-Osaka and Hiroshima. The page we read was dated 1 August 2024, so check the price today.
  • JR West Hokuriku Arch Pass: ¥35,000 for adults, 7 consecutive days, Kansai to Toyama, Ishikawa and Fukui, with the Hokuriku Shinkansen valid between Tsuruga and Tokyo. The Tokaido and Sanyo Shinkansen cannot be used. The page was dated 28 January 2026.
  • JR East passes for the Tohoku area: JR East's English pages refused our connection on 21 October 2026, so we cannot name a pass or a price. Look at the JR East site before you decide.

Official pages: Kansai-Hiroshima Area Pass and Hokuriku Arch Pass. Regional passes win when your trip stays inside their map, and lose when you add one long Tokyo leg that they do not cover.

Overnight and highway buses

  • The saving is a hotel night, not only the fare. If you sleep on the bus you arrive in the morning with no room, so plan a place to leave your bags.
  • Willer Express's booking page lets you filter by seats per row (2, 3 or 4) and names its own seat types, such as Prime, Relax, Comodo, Dome, Luxia and ReBorn. Three-row seats are usually roomier than four-row ones, but the cost and the exact seat depend on the date, so compare on the live search.
  • Comfort is the trade-off. Expect a long night, a narrow seat, little room for a tall frame and few chances to stretch. Bring an eye mask, earplugs, a neck pillow and a layer for the air conditioning.
  • The bus hold takes a normal suitcase, but we could not check each operator's size limits, so confirm them when you book.
  • Delays from traffic or snow are more likely than on the train, so do not book a bus that arrives close to a flight or an appointment.

Fares and journey times for individual routes vary by operator and date. Look at Willer Express's an example night bus search (Chiba to Osaka) for current options, or the JR Bus booking site for the operator you prefer.

Flights and the airport overhead

  • A flight is quick in the air, but the clock starts long before. Add the trip to the airport, check-in and security, boarding, the wait for your bag and the transfer from the arrival airport to the city.
  • Low-cost airlines can have low base fares and extra fees for checked bags, seat choice and meals. Add them before comparing with a rail fare.
  • Flights make sense for Tokyo to Sapporo, for Osaka to Fukuoka when the fare is low, and when the airports are close to where you actually are.
  • We could not verify example fares on airline pages today, so we do not quote any. Use ANA, JAL and low-cost airline fare searches for your date, and write the all-in price down next to the train.

Luggage

  • JNTO says bags with overall dimensions above 160 cm count as oversized on the Tokaido, Sanyo, Kyushu and Nishi-Kyushu Shinkansen. You should reserve a seat with space for them in advance, and there is no extra charge beyond the reserved seat fare.
  • If you travel without that reservation, JR Central's fee is ¥1,000, as explained in our ticket guide.
  • Buses carry bags in the hold, but check the operator's rules on size and number.
  • Low-cost airlines usually charge for checked bags, so read the fare rules before you compare prices.
  • If you are moving between cities with a big suitcase, forwarding it can be cheaper than a larger seat or a second ticket. Our luggage guides cover this.

Seat classes

  • Non-reserved seats are the cheapest, but they carry a risk of standing at busy times.
  • Reserved seats cost a little more and give you a seat on a named train.
  • The Green Car is the first-class option, with more space. On the Tohoku, Hokkaido, Hokuriku and Joetsu lines there is also GranClass, which Japan Rail Pass holders must pay extra for, according to JNTO.
  • For most travellers, an ordinary reserved seat is the best balance of price and certainty.

When the Shinkansen is clearly not worth it

  • Short hops of under about 100 km, where a local or limited express train takes similar time for a lower fare.
  • Tokyo to Nikko or Kamakura. We did not verify these routes on official pages, but most travellers use ordinary or limited express trains for them rather than a Shinkansen, and a private railway can be better for Nikko. Check the journey search.
  • Budget trips where an overnight bus doubles as your bed, if you can sleep on it.
  • When your stay is inside one region and a regional pass or ordinary trains already cover the trip.

When it clearly is worth it

  • A day trip from Tokyo to Kyoto when you have few days. The time you save is worth more than the fare.
  • Families with children, where a bus night or an airport queue is a bigger cost than the ticket.
  • Bad weather, which can delay flights and make buses slower. The train usually keeps running.
  • Trips with large luggage, if you reserve the oversized seat and avoid airport baggage rules.
  • Tight itineraries where a fixed arrival time matters, such as a morning appointment or a timed entry.

A worked example: 10 days, Tokyo, Kyoto and Hiroshima

Imagine one adult doing Tokyo to Kyoto, then Kyoto to Hiroshima, then Hiroshima back to Tokyo for the flight home. The table uses SmartEX's reserved ordinary fares in normal season and ignores local trains, so it compares only the long-distance legs. The Kyoto to Hiroshima leg is ¥11,740 on Nozomi and ¥11,100 on Hikari or Kodama.

Three legs, five ways to pay (one adult, fares only)
PlanWhat you buyLong-distance costNotes
A. Individual tickets, NozomiThree Nozomi reserved tickets¥45,270 (¥13,970 + ¥11,740 + ¥19,560)Fastest. Simple. No pass needed.
B. Individual tickets, Hikari or KodamaThree Hikari or Kodama reserved tickets¥43,460 (¥13,650 + ¥11,100 + ¥18,710)Slightly cheaper and slower.
C. 7-day Japan Rail PassOne pass, online price¥50,000All three legs must fall inside the 7-day window. No Nozomi. Costs more than A or B before side trips.
D. Mixed: early bird plus regularEX Hayatoku 21 for both Tokyo legs, a normal Nozomi for Kyoto to Hiroshima¥39,560 (¥12,430 + ¥11,740 + ¥15,390)Cheapest here, but you must book at least 21 days ahead and cannot change the early-bird legs.
E. Mixed: regional passTokyo to Kyoto and Hiroshima to Tokyo by Nozomi, Kansai-Hiroshima pass for the middle¥50,530 (¥13,970 + ¥17,000 + ¥19,560)Only worthwhile if you add enough side trips inside the pass area and fit the Kyoto to Hiroshima leg into the five-day pass window.

The result surprises many people: in this itinerary the pass is among the most expensive plans before side trips. The early-bird mix is the cheapest, and individual tickets are close behind. A pass wins only when you ride a lot, which a simple three-city line does not. Do the same sum for your own route before you buy anything.

Once you have a yen total, our currency converter shows it in your own currency, and the guide on how much cash to bring to Japan covers how to pay. If you are landing at Osaka, see Kansai Airport to Kyoto, and for a side trip that never needs the bullet train, read Kyoto to Nara.
